The annual American Rescue Plan State and Local Fiscal Recovery Fund (SLFRF) Project & Expenditure Reporting deadline is April 30, 2024. U.S. Treasury has modified the Interim Final Rule for obligation deadlines.
Last week, the Treasury Department shared with the National League of Cities, the League’s federal partner, that they sent an email to municipalities regarding date modifications for the SLFRF program.
Treasury put out a new definition of obligation in an Interim Final Rule (IFR). Personnel working on the grant’s compliance and administration can keep working on them past the December 31, 2024, obligation deadline. This announcement about April 30, 2025, does not impact this cycle’s reporting due date of April 30, 2024.
The correspondence from the Treasury extends the deadline by which a municipality would have to put together a budget estimating the costs of grant management personnel for CY25-26. For larger cities, generally defined as a population of more than 60,000 residents, the new deadline is July 31, 2024. For Non-Entitlement Units (NEUs), generally with a population under 60,000 residents, the deadline is April 30, 2025.
