Plan Design Committee Meeting Update on SHBP 

The State Health Benefits Plan Design Committee held its regular meeting on January 28, discussing special meetings on an additional open enrollment period and rate changes for the State Health Benefits Program (SHBP).

Legislation Requiring the Sharing of PILOT Funds Advances 

S-1807, regarding sharing PILOT funds with school districts, was amended and released from committee. The bill requires PILOT funds be used to reduce the local property tax levy and creates reporting requirements for property tax exemptions/ abatements.

Bill Penalizing Voters for Rejecting Shared Services Advances 

The Senate Community and Urban Affairs Committee released S-2289, which encourages the sharing of services. While providing some civil service relief to encourage shared services, the bill mandates the reduction of state aid if voters reject a shared service proposal.

Senate Labor Releases S-1379 Regarding Workers' Compensation 

Senate Labor Committee released S-1379, which provides workers' compensation benefits for public safety workers who developed illness or injury as a result of responding to the September 11, 2001, terrorist attacks.

Senate Labor Committee Advances Minimum Fire Staffing Legislation 

Last Thursday, the Senate Labor Committee favorably reported S-2781, which permits the minimum number of firefighting personnel for public employers to be collectively bargained.

DEP Best Practices for Stormwater Management Letter Sent 

The Department of Environmental Protection sent a letter to Mayors, Municipal Public Works Superintendents, and Stormwater Program Coordinators, reminding municipalities to take proactive steps to meet Municipal Stormwater Permit (MS4) requirements.

Senate Committee Considers Property Tax Replacement for ETR 

A Senate Committee held a discussion-only hearing on S-1833, which would eliminate Energy Tax Receipts Property Tax Relief Aid and the Consolidated Municipal Property Tax Relief aid and establish in its place the “Municipal Property Tax Relief Fund.”

This week, the House of Representatives passed the Housing for the 21st Century Act by a vote of 390-9. It awaits consideration in the U.S. Senate.

League Signs on to NLC Surface Transportation Letter 

The League recently signed on to a letter with other state municipal leagues and local government organizations advocating positions beneficial to local governments in the upcoming surface transportation reauthorization legislation.

Community Health: Monroe Township’s New Fitness Court 

This week’s NJ Municipalities blog might inspire all of us to get on the fitness wagon. Monroe Township (Gloucester) has partnered with Horizon Blue Cross Blue Shield and the National Fitness Campaign, opening the community’s new Fitness Court at Owens Memorial Park in Williamstown. This state-of-the-art outdoor workout facility uses body weight exercises to support residents' fitness journeys.
