Local Finance Board Approves CY 2024 Budget Deadline Extensions

During the December 13 Local Finance Board Meeting, the Division of Local Government Services (DLGS) proposed and approved a revised deadline schedule for the introduction and adoption of CY 2024 municipal budgets.

Court: Refiled OPRA Request Doesn’t Avoid Statute of Limitations

In an unpublished opinion from the Appellate Division, the court denied an OPRA requestor’s attempt to avoid the 45-day period to file a complaint by resubmitting an identical OPRA request.

 Host of Affordable Housing Related Bills See Action in Assembly

 Several recently introduced bills related to affordable housing were reported favorably out of the Assembly Housing Committee this week. Because of their recent introduction, the League is still reviewing the bills and has not yet taken a position.

Legislation Advances to Require Notice of Promotions 

Committees in both the Assembly and Senate favorably reported legislation that requires employers to announce, post, or otherwise make known all opportunities for promotion to all current employees and would also require disclosure of compensation in employment listings.

Legislation Expanding Electronic Permit Processing System Passes

This week, both the Senate and Assembly passed legislation to expand the Electronic Permit Processing Review System.

 Senate Approves Legislation to Ban Constable Positions

On Monday, December 11, the Senate passed unanimously passed S-2341/A-5281, which eliminates the position of constable.  The bill now awaits consideration by Governor Murphy.

Senate Labor Passes Bill Increasing Workers Comp Contingency Fees 

On Thursday, the Senate Labor Committee favorably reported S-4059. This legislation is companion to A-5659, which we have reported on over the past two weeks.

Legislation Impacting Privatization of Contracts Advancing  

Assembly State and Local Government Committee advanced legislation, A-5430, that would prohibit the privatization of public services unless there are cost savings that are not based on increased charges or reduced services to the public or lowered workforce standards. The bill now awaits consideration by the full Assembly. The League joins the New Jersey Association and the New Jersey School Boards Association in opposing A-5430.

Senate Passes Civil Asset Forfeiture Funds Bill 

On Monday, December 11, the Senate passed A-649, which broadens law enforcement uses of civil asset forfeiture funds for public education, community outreach, and police diversity training.

 Bill Revising Penalties for Underage Drinking Advances 

On Thursday, December 14, the Senate Budget and Appropriations Committee favorably reported A-5610/S-3954, which revises the penalty for underage consumption or possession of an alcoholic beverage.

Show Off Your City Contest Deadline Feb. 9  

The Annual Show Off Your City Contest is accepting entries through February 9. Municipalities are invited to send in photos of their tourist attractions, downtown areas, economic development initiatives, parks, city halls, community groups and new projects. 

Entries will be posted on the League’s Facebook page, website, and some will be featured in the April issue of NJ Municipalities, and possibly other issues. The winner will also receive a free League publication of their choice!
