[ARCHIVED] Preliminary Draft State Plan Released

preliminary draft of the State Development and Redevelopment Plan has been released and is now available for review.  

The release of the Preliminary Draft Plan is the first step to fully adopting a new State Development and Redevelopment Plan. The last time the State Plan was fully updated was 2001.  

The next step to adopting the plan through cross-acceptance is 21 public hearings, one in each county. County meetings are set to begin on February 12, 2025, and continue through April 16, 2025. The cross-acceptance process will compare the land use policies at the municipal and county levels with the State Development and Redevelopment Plan with the goal to create the highest level of consistency possible at all levels of government. Once available, a schedule of the county meetings will be posted on the State Planning Commission’s website

After the outreach efforts, a Final Draft Plan will be published. It will include an Infrastructure Needs Assessment and an Impact Assessment that analyzes the Plan’s impact in addressing the State goals and policies and that of the public, State, county, and municipal governments. The Final Draft will again be presented to the public and as part of another six public hearings throughout the state. After these analyses and public outreach efforts occur, the Draft State Development and Redevelopment Plan will be presented to the State Planning Commission for approval. 

Municipal officials should begin reviewing the Preliminary Draft Plan with their municipal planners and other officials in preparation of the cross-acceptance process. Your county planning staff should be able to provide details of the process, but you may also reach out to the State Planning Commission at stateplan.comments@sos.nj.gov with any questions.
