Public Contracts Law Threshold Increases

The Division of Local Government Services has issued Local Finance Notice 2025-08 advising of the adjustments to the Public Bidding thresholds and Office of State Comptroller Reporting thresholds. The new thresholds took effect on July 1, 2025. 

The maximum bid threshold has increased from $44,000 to $53,000 for contracting units with a Qualified Purchasing Agent (QPA). Without a QPA, the bid threshold remains at $17,500 for contracting units subject to the Local Public Contracts Law (LPCL). For contracting units subject to the Public School Contracts Law (PSCL), the maximum bid threshold without a QPA increased from $32,000 to $39,000. 

The threshold for soliciting quotations, which is 15% of the bid threshold, also increased with the new bid thresholds. The new quote thresholds are as follows:

In addition, the State Treasurer and Office of State Comptroller released adjusted threshold amounts. Please see the June 2 State Comptroller Adjusts Contract Review Thresholds post for more information on the recent changes.  

As a reminder, the governing body has the authority to adjust the bid and quote threshold amounts but cannot exceed the maximum thresholds.
