League Opposes Legislation Creating a Mobile Driver’s License

The League has serious reservations about A-3518/S-1297, which creates a mobile driver’s license and identification cards. Municipal governments will have to purchase expensive new scanning devices to read the electronic cards and there are potential privacy concerns regarding surrendering a phone to a police officer. 

Due to the purchase of new equipment, this legislation is a potential unfunded mandate. It also has the potential for significant litigation regarding the surrender of an electronic device to a law enforcement officer.  

For those reasons, the League opposes this legislation. S-1297 will be considered at the Senate Budget and Appropriations Committee meeting on Thursday and we expect the Assembly companion to be considered in the near future as well.
