Affordable Housing Update 

This past Friday, February 28, was the deadline for third-party challenges to the municipal filings to comply with the provisions of PL 2024, c 2. Following an initial review, we have two major developments to report.

Highlights of the Governor’s SFY26 Budget 

On February 25, Governor Murphy delivered his final budget address. The 2026 SFY, “Stronger, Fairer, and More Prepared for the Future,” proposed budget appropriates $58.1 billion and has a $6.3 billion surplus.

Office of State Comptroller Readopts, Amends Rules

The Office of State Comptroller amended and readopted Rules on February 3. The League submitted comments last April in response to the overreaching proposed rules. The rules were readopted with minor changes.

Legal Notice Extension Legislation Signed 

Acting Governor Way signed S-4136/A-5343, which authorizes public bodies to continue using newspapers for required public notices and legal advertisements until June 30 and requires newspapers to disclosure circulation information to OLS.

Governor Signs Legislation Extending In-Person Early Voting 

Governor Murphy signed S-3990/A-5370, which extends the in-person early voting period for primary elections and the challenger appointment deadline. The bill will take effect immediately and applies to the primary election in June.

LFN Issued on Financial Disclosure Statement and Roster Update 

The Division of Local Government Services (DLGS) has issued Local Finance Notice (LFN) 2025-04 regarding the 2025 annual Financial Disclosure Statement (FDS) and Roster Update due on March 31.

Home-Based Business Legislation Removed from Senate Agenda 

S-116 the Home-Based Business Legislation, was scheduled to be considered at the February 27 Voting Session. The legislation was removed from the agenda.

Federal Issues

 

Federal Budget Update 

The Federal Budget expires on March 14. House and Senate Leadership are negotiating with President Trump to determine whether a budget can be passed or if a temporary extension, known as a Continuing Resolution, is necessary.

Senator Booker Announces CDS Application Process 

Senator Cory Booker announced that the application process for Congressionally Directed Spending (CDS) is open for FY26. The application deadline is March 11, 2025.

Rep. Van Drew Announces FY26 Community Funding Project 

Congressman Van Drew announced that the application process for FY26 Community Project Funding is now open. It closes on March 14, 2025.
