Mayors: Take Action Today for Restoration of Municipal Funding!
Mayors, have you signed the “Open Letter to the Administration and the State Legislature Urging Restoration of Energy Tax Receipts Property Tax Relief Fund?”
If not, please join the over 360 (and counting) of your fellow Mayors in calling for the restoration of Energy Tax Relief (ETR) funding to municipalities.
The League, along with our partners at the Conference of Mayors and the Urban Mayors Association, have long supported the restoration of Energy Tax Receipts to municipalities and this letter will supplement our efforts to secure the restoration of this local funding, which has been diverted by the State for over 10 years.
Key state budget decisions are being debated now and we need your assistance to realize this property tax relief to all of New Jersey’s municipalities. If you have not signed the letter yet, please email Mike Cerra at mcerra@njlm.org for a link to sign on.

New Law Requires DEP Post Water Purveyor Information Online
A new law signed this week by Governor Murphy requires the DEP to publish on its website each mitigation plan, annual certification, and asset management plan report submitted by water purveyors under the Water Quality Accountability Act.

Governor Issues Conditional Veto of Flooding Notification Bill
Governor Murphy issued a conditional veto of S-3110/A-4783, legislation that would require landlords and sellers of real property to disclose to tenants and buyers if the property is in a flood area and, to the extent known if it has suffered flood damage.

Sewerage Authorities Allowed to Distribute Meeting Recordings
Governor Murphy signed S-435/A-392, which authorizes certain local authorities to distribute live recordings of municipal sewerage authority public hearings in lieu of transcript requirement.

Legislation Signed Concerning Crash Reports
Governor Murphy signed A-4935/S-3335, amending Title 39 to permit electronic transmission of vehicle crash reports within five days after the law enforcement officer’s investigation of the accident.

Governor Signs Deferred Compensation Plans Investments Bill
Governor Murphy signed into law S-2423/A-3746, which permits local government deferred compensation plans to invest in collective investment trusts.

CY 2022 Audit Deadline Extended
The deadline for the audit of the 2022 calendar year budget has been extended to September 29, 2023, by order of the Division of Local Government Services.

2024 Grant Funding Announced for New Jersey National Fitness Campaign
The National Fitness Campaign (NFC) is allocating grant funding to 10 communities across the state for 2024. NFC has announced $300,000 of funding to support municipalities to join the growing nationwide campaign; the mission is to build healthy infrastructure for smart cities and future schools. Municipalities will have priority access to application briefings, a 30-minute Zoom call qualifying your community for a feasibility study, and a grant application. If your municipality is interested, the grant is available now for 2024 site partners and is projected to be allocated over the next 60 days.
