Division Issues Guidance on Implementing Business & Rental Unit Liability Insurance Law
The Division has issued Local Finance Notice 2022-23 providing guidance on implementing the new law (P.L. 2022, c. 92) requiring owners of businesses and rental units to annually register a certificate of insurance in the municipality where the business or rental unit is located. The Local Finance Notice notes that municipalities are provided with flexibility on how the municipality handles the annual registration, may charge a reasonable administrative fee, and may collect a fine for failure to comply with the law. The Local Finance Notice advises municipalities to consult with their municipal attorney to determine if a municipality can require proof of compliance as a condition of business license or non-Uniform Construction Code certificates of occupancy for rental units.

Division Issues Guidance on Prohibitive Activities with Russia-Belarus Law, Update to Iran Investment Certification
The Division of Local Government Services issued Local Finance Notice 2022-24, which provides guidance on implementing the law on prohibiting dealings with Russia or Belarus associated businesses (P.L. 2022, c. 3) and update on the law requiring vendor and contractor disclosure of investment activities in Iran. NJ State Council on the Arts Announces Training to Promote Local Art
The New Jersey State Council on the Arts, in partnership with Forecast Public Art, announced Making It Public - a free 5-week training series to strengthen local capacity to support, create, and promote public art. New Jersey municipalities, nonprofit organizations, local and regional arts councils, arts and entertainment districts, and arts administrators with an interest in creative placemaking are eligible to participate.
Workshop dates are Thursdays from 1:00 p.m. to 2:30 p.m. from March 2 to March 30, 2023. Registration opens mid-January 2023 and will be announced on the State Council for the Arts website. We encourage you to share this information with interested parties in your community.
