I. Use of Local Fiscal Recovery Funds Playbook


At the recent National League of Cities (NLC) annual meeting, the Local Fiscal Recovery Funds Playbook was released as a resource for municipalities deciding how to utilize State and Local Fiscal Recovery Funds in the American Rescue Plan Act.
 
This playbook provides a roadmap of U.S. Treasury Guidance, Resource Map for Allowable Uses, and Implementation Benchmarks in a useful visual form as noted below.

While reviewing the Implementation Benchmarks, please include Governor Murphy’s Executive Order 267, which requires municipalities and counties to submit to the Division of Local Government Services (DLGS) copies of all reports filed with the US Treasury as part of the American Rescue Plan "COVID-19 State and Local Fiscal Recovery Funds" (SLFRF). Specific information on this Executive Order can be found at the League’s October 12 blog post. We encourage you to review this information with your municipal manager, chief financial officer, and attorney.
