I. While SCOTUS Upends Nationwide Eviction Moratorium, NJ’s Renter Protections Remains Intact
Last week, the Supreme Court of the United States (SCOTUS) overturned the nationwide moratorium on evictions issued by the Center for Disease Control and Prevention (CDC), ruling that the federal agency lacked proper authority to issue such a decree. While the Alabama Association of Realtors v. Department of Health and Human Services decision will have an impact on renters throughout the country it has no impact on New Jersey’s statewide eviction moratorium for low-income renters, which is set to expire in December.
Renters facing the possibility of eviction can determine whether they are eligible for rental assistance by visiting the State’s COVID-19 Eviction Prevention page. Landlords who have not received rental payments will soon be able to apply for assistance from the State’s Homeowner Assistance Fund.

II. Conference Connections
Conference Resolutions Sought
Any advocacy by the League starts with the feedback we receive from our members, and there is no stronger mandate for our advocacy efforts than the Conference Resolution.
Throughout the year, municipal officials submit or suggest to League staff possible Conference Resolutions. The proposed resolutions are usually inspired by municipal matters encountered by specific municipalities but have statewide implications. Proposed resolutions are then reviewed by League staff to ensure proper drafting and clarity.
Once prepared, the proposed resolutions are then forwarded to the League Resolution Committee to be reviewed and selected for recommendation of adoption at the League Business Meeting. On average, the Resolution Committee typically considers 20 resolutions submitted from across the Garden State each year.
The Committee will consider resolutions only from officials who are currently in municipal office. Resolutions must be general in nature and of demonstrable relation to municipal government interests. A summary of the proposed resolution is to be sent to the League for review via fax, email, or regular mail by the first Friday in October (October 1, 2021).
The full text of all resolutions submitted by member officials must be received in the League office by the third Friday in October (October 15, 2021). Every resolution must have a sponsor and co-sponsor. The sponsor or co-sponsor of the resolution must attend the meeting of the Resolutions Committee during the Conference week to speak on his or her proposal and to answer any questions of the committee members. The name and address of the sponsor and/or co-sponsor must appear on all resolutions.
If a resolution is recommended as part of the Resolutions Committee Report at the Annual Business Meeting, the sponsor or co-sponsor must also be present to answer questions raised by the delegates.
