I. URGENT FRIDAY DEADLINE: Municipalities with a Population under 50,000 Must Request Coronavirus Local Fiscal Recovery Funds By This Friday
If you are a municipality with a population under 50,000 you must request your American Rescue Plan funds by Friday, June 25, 2021. Failure to submit the required documentation may result in the loss of funding opportunity.
The American Rescue Plan provides funding to every municipality in the state. The law requires that states must make an initial distribution of Local Fiscal Recovery Funds (LFRF) to municipalities with a population under 50,000 residents (designated Non-Entitlement Units (NEUs) no later than 30 days after receiving a payment from the U.S. Treasury.
As of the end of last week, the Division of Local Government Services has only received payment requests for 25% of eligible NEUs.
To meet US Treasury's 30-day deadline, NEUs are required to submit the Local Fiscal Recovery Fund Distribution Request and Certification Form and copies of the US Treasury Coronavirus LFRF Award Terms and Conditions and the Assurances of Compliance with Civil Rights Requirements to DLGS at LFRF@dca.nj.gov no later than Friday, June 25, 2021. Failure to submit the required documentation may result in the loss of funding opportunity. DLGS Local Finance Notice 2021-11 has the specific documents with the notice.
The State is permitted to redistribute the allocations of non-responsive or declining NEUs to other NEU municipalities. NEU municipalities must notify the Division at LFRF@dca.nj.gov they are declining their ARP LFRF grant allocation.
If a municipalities chooses to use LFRF funds for eligible revenue losses, the municipality must also submit the Revenue Loss Calculation worksheet to the Division at LFRF@dca.nj.gov.
We suggest you review this notice with your Administrator and Chief Financial Officer to ensure that your municipality receives its federal funds.

II. Juneteenth Guidance for Federal Agencies
Late last week, the United Stated Office of Personnel Management provided guidance to federal agencies regarding the designation of Juneteenth as a federal holiday and in-lieu information regarding federal holidays that may be helpful for municipalities.
