The tracking system from the 2020 NJLM Virtual Conference is now open. To print your certificates visit the Tracking System webpage. The system will be available until May 1, 2021.


II. Planning for NJ Local Government Week: Showcase your Municipality!

 
Have you started planning events for NJ Local Government week, April 18-24, 2021? Need tips on how to celebrate? Visit the League’s website for a “how to” packet with ideas ranging from basic, no cost activities to some that are more complex.
 
Be sure to tag your social media posts with #njlocalgovt, and utilize the NJ Local Government Week logo that the League has provided by downloading from the League website.
 
Visit the League website for tips, suggestions and a logo created to help promote your events.


III. Legislation Restructuring Horizon Blue Cross Blue Shield of NJ Advancing

 
A complex measure (S-3218/A-5119), which would authorize the restructuring of Horizon Blue Cross Blue Shield of New Jersey (Horizon), was recently introduced and is moving quickly through the legislative process. A key element of the legislation is the transfer of $600 million in reserves from the current non-profit Horizon to the State’s General fund as part of the restructuring of Horizon to a mutual holding company. The legislation provides that the mutual holding organization under this legislation may not be a company organized for pecuniary profit and retains the designation as a charitable and benevolent institution pursuant to current law. A mutual holding company established under this legislation retains the health service corporation’s mission while supplementing that mission to promote innovation and delivery of diversified services.
 
Some Legislators  are advocating that the $600 million be returned to the ratepayers, including small business and local governments, and have written a letter to Governor Murphy expressing this concern and that the “legislation will have significant impacts on the care provided to, and premiums charged on behalf of, millions of New Jersey citizens that receive health benefits through local governments, small businesses, and other employers struggling through the COVID-19 pandemic.” The League is analyzing the legislation and its impact. We will continue to monitor the legislation and provide you with updates as the legislation moves through the process.
