[ARCHIVED] WALL & Prevailing Wage Online Certified Payroll System

The Division of Local Government Services issued Local Finance Notice 2024-18, which explains the Workplace Accountability in Labor List (The WALL) and the new electronic system for submitting certified payrolls for Prevailing Wage projects.  

P.L. 2019, c. 366 authorized the New Jersey Department of Labor and Workforce Development (NJ DOL) to create and maintain a list of any person found in violation of any state wage, benefit and tax law and had a final order issued by NJ DOL. This list is known as The WALL. A person placed on The WALL is prohibited from contracting, regardless of the dollar value, with any public body until the violations have been resolved.

P.L. 2023, c. 138 requires the Public Works Contractor Registration and certified payrolls for prevailing wage projects to be submitted online. Effective August 15, 2024, contractors or subcontractors for prevailing wage projects must submit their certified payroll records on NJ DOL New Jersey Wage Hub within 10 days from which the wages were paid to a worker. Contractors are still required to submit certified payroll records to the public body awarding the contract.
