Recently, the Civil Service Commission (CSC) issued two Final Administrative Actions regarding the Reallocation of Local Information Technology Titles to Non-Competitive and Title Creation for Public Information Specialist and Digital Content Title Series.
CSC Docket No. 2025-26 ordered the creation of the local government title series of Public Information Specialist, Digital Content. Local government titles of Public Information Specialist Trainee, Digital Content; Public Information Specialist 1, Digital Content; Public Information Specialist 2, Digital Content; Public Information Specialist 3, Digital Content; and Public Information Specialist 4, Digital Content, have been established. It is further ordered that the Public Information Specialist Trainee, Digital Content, title be allocated to the non-competitive division of the career service. This action became effective at the beginning of the first pay period after July 24.
CSC Docket No. 2024-2362 ordered the reallocation of various local government Information Technology titles to the non-competitive division of career service in accordance with NJSA 4A:3-1.2 due to the rapid and continual evolution of information technology responsibilities. More than three dozen titles are impacted and are listed in the Final Administrative Order. The effective date is yet to be determined.
We encourage Civil Service municipalities to review these Administrative Actions with your Labor Counsel.
