On July 10, Governor Murphy signed P.L.2024, c.31 (S-2825) into law, which removes time limits on the issuance of additional alcoholic beverage licenses within the boundaries of former federal military installations. The new law took effect immediately.
Currently, municipalities can issue one liquor license per 3,000 residents. However, P.L.2018, c.101 allows additional licenses in redevelopment areas of former military bases to be transferred to local governments, specifically to the Fort Monmouth redevelopment area. These licenses permit the sale of alcoholic beverages on-site.
Initially, P.L.2018, c.101 applied to the Fort Monmouth redevelopment area, allowing municipalities three years to issue these licenses, with an additional two years to transfer them if not issued. This bill removes the five-year limit, giving municipalities more time to issue or transfer licenses within the redevelopment area
The Division of Alcoholic Beverage Control has been given rulemaking authority.
